When a dog has already reacted to chicken, beef and lamb, the usual next step is a genuinely novel protein - something the immune system has never met. Venison is about as novel as it gets. It appears in very few commercial dog foods, so the overwhelming majority of dogs have had no prior exposure at all, and an immune system that has never seen a protein cannot have learned to react to it.
